The next weapon upgrade that can be found requires the Master Override, which is something you can only acquire once you find all RIGs in the You Are Not Authorized side mission. In there, you can find the weapon upgrade on the bench.
In Chapter 8, when en route to deploy the antenna, you will come across the Maintenance Locker Room in the Communications Hub.
